Efficiency VT to Promote PACE for Communities

Efficiency Vermont, in conjunction with several sponsors, is holding a half day statewide forum on Property Assessed Clean Energy (PACE) on  Saturday, October 15 from 9:30 am – 1:30 pm at the Vermont Law School. The event is intended to help communities prepare for getting an article about PACE on the town warning for the 2012 Town Meeting.

Recall that PACE legislation was in the Vermont statehouse this past year, and in the prior session as well. Your Association was actively involved in insuring that PACE loans made by municipalities didn’t adversely affect the lien held by a credit union on the property. Originally, PACE liens were to take priority over first mortgage liens, but the resulting law treats PACE liens similar to the priority order of any other real estate lien.

The forum will include a legislative update on changes to the PACE law, step-by-step guidance on implementing PACE in communities, a review efforts by Efficiency Vermont to establish a state aggregator, and guidance on how to organize a local campaign to get PACE approved in a community.
