Last month, Governor Scott signed legislation mandating that every Vermonter have health insurance by January, 2020. Failure to have insurance will result in a penalty. The legislation creates a commission to work out the details. The mandate is an effort to spread insurance risk across as many people as possible, keeping health insuranceas affordable as possible.
In 2014, Vermont dropped its pursuit of the nation's first statewide single-payer health care system in favor of participating in the federal Affordable Care Act, which requires individuals to have health insurance or pay a penalty. Last year, Congress repealed that mandate effective 2019.
