Governor Peter Shumlin has named a Massachusetts insurance regulator as Vermont's new Deputy Commissioner of the Insurance division of the Vermont Department of Banking, Insurance, Securities & Healthcare Administration. Susan Donegan comes to Vermont from her job as a counsel to the commissioner of the Massachusetts Insurance Division. She also served as a hearing officer. Donegan holds legal degrees from Vermont Law School, Boston University School of Law and the University Van Amsterdam in the Netherlands. She served as a clerk to the Vermont department's general council while in law school. She then went on to serve as a special investigator in Vermont and then as director of securities regulation. Donegan has worked extensively with the insurance, securities and financial sectors, and brings years of industry experience to her position at BISHCA. Donegan is also an authority on information technology and privacy law, is a member of the American Arbitration Association, and gives time and legal expertise by providing pro bono legal services to several non-profit organizations. She will report to new BISHCA Commissioner Steve Kimbell when she starts her new job on 2/14.
